Short Chain Chlorinated Paraffin (SCCPs) concerned by EU nations

From Jan 1 to last Friday, there were 15 product recalls due to the SCCPs (Short Chain Chlorinated Paraffin) in Europe. The recall covered different product categories, ranging from the children products, general consumer products, fashion and apparel, electronic product and inflatable items  


SCCPs exist as a mixture of substances containing chlorinated hydrocarbons with chain lengths ranging from C10 to C13 and a content of chlorine 20% to 70% with CAS Number 85535-84-8.


It is not unusual from found SCCPs may be used as a flame retardant or plasticizer. It is not unusual found the SCCPs in plastics, rubbers, inks, paints, adhesives


and surface coatings. SCCPs is banned by the Regulation on persistent organic pollutants (POP Regulation), Regulation (EC) No 850/2004 of the European Parliament and of the Council on persistent organic pollutants and its amendment. SCCPs persist in the environment, are toxic to aquatic organisms at low concentrations and bioaccumulate in wildlife and humans, posing a risk to human health and the environment. The current limit of SCCP in the product is 0.1%w/w. Thus, the agency would be considered the concentration/residual of SCCP in component base.


From 2014 to 2017, there were a total no. of 94 recall cases being reported. When comparing to the report of this year, it is expected that the concern of SCCP is spreading across the European Union and other European nations with the action.


The business and manufacturers need to review their risk of using the SCCP and the potential contamination.

The POP Regulations does not only restricted the use of SCCP but includes other persistant organic pollutants.
